Marc Carrillo was born in Barcelona in 1952. He is professor of Constitutional Law in the Universitat Pompeu Fabra. He is Diplôme d'Études Approfondies per l'Institut d'Études Politiques de Paris (Fondation National des Sciences Politiques). He is visiting lecturer in the universities of Pau and Aix-en-Provence (France), La Sapienza (Rome), Rome Tre, Pisa and Naples (Italy). He also visits often different universities in Latin America (especially Mexico, Brazil and Argentina).
He is counsellor of the Consell de Garanties Estatutàries since the 23rd of November of 2009. He has been counsellor of the Consell Consultiu of the Generalitat de Catalunya (2005-2009); member of the Comissió Jurídica Assessora of the Generalitat de Catalunya (1991-2005), of the Central Electoral Board of Spain (1994-1997), of the Consell de la Informació de Catalunya since its creation until 2009, and director of the Doctorate Course/ specialization in Public Law in the Universitat Pompeu Fabra (1992-2008).
Currently he is working on the legal status of rights and freedoms, of the distribution system of competences between the State and the Autonomous Communities and European Law.
